Our Mission

The Pilipino Student Association (PSA) was founded for the essential purpose of providing our members a “home” while at The Ohio State University. We satisfy this purpose by striving to preserve, foster, and celebrate our Filipino and Filipino-American heritage.

We preserve by continually remembering our history and ancestry. We foster by eagerly learning and teaching our culture and traditions. We celebrate by enthusiastically hosting events that promote Filipino and Filipino-American awareness.

PSA also collaborates with other student organizations in order to reach out to non- Filipinos and non-Asians alike to promote cultural awareness, adding to the diversity of The Ohio State University. Furthermore, PSA endeavors to give back to the greater community by hosting charitable events and by being actively involved in community service events.

PSA History

1988-1999 (The Early Years)

The history of Filipino student organizations at the Ohio State University goes back nearly two decades. In 1988 the Filipino Student Association (FSA) existed mainly as a way for international students from the Philippines to socialize while studying in America. This group served to create a community for these students for four years before disbanding in 1992.

In the fall of 1994, young Pinoys once again sought a home at OSU and resurrected the student group, rechristening it the Filipino American Student Association (FASA). This new incarnation of FSA maintained that group’s commitment to providing a safe space and network for the Filipinos of Ohio State, but welcomed Filipino-American students as well as students studying from abroad. The organization’s focus was again mostly social with the purpose creating a place where young Filipinos could feel at home amongst the large population of the university. This is not to say FASA’s only goal was to have fun. They performed traditional Filipino dances at Columbus area grade schools, partnered with the Philippine-American Society of Central Ohio (PASCO) for a youth program and became involved with raising Asian American cultural awareness both through the OSU Asian Cultural Awareness night and through the Filipino Intercollegiate Networking Dialogue (FIND) conference.

In the late 1990s Jude Alvarado, Don Mercado and Errol Millambing began bringing the group to a new level. Under Millambing’s leadership in 1999 the group was renamed Pilipino Student Association to reflect a stronger tie to traditional Filipino roots. PSA continued its local dance performances and once again attended the FIND conference and the Discover Philippines conference at the University of Cincinnati. In these years the group began to make connections with other Asian groups at Ohio State as well as at other colleges, planting the seeds for the explosive growth that was to come.

Our Constitution

Article I: Name, Mission Statement and Non-Discrimination Policy

Section 1: Name

Pilipino Student Association at the Ohio State University. Will use PSA or PSA at OSU interchangeably.

Section 2: Purpose

The Pilipino Student Association (PSA) was re-established for the essential purpose of providing our members a “home” while at The Ohio State University.We satisfy this purpose by striving to preserve, foster, and celebrate our Filipino and Filipino-American heritage. We preserve by continually remembering our history and culture; We foster by eagerly learning and teaching our language and traditions; And we celebrate by enthusiastically hosting events that promote Filipino and Filipino-American awareness. In addition, PSA mutually collaborates with other Filipino and Asian student organizations, in order to reach out to non-Filipinos and non-Asians alike and to promote cultural awareness to further diversify The Ohio State University.

Section 3: Non-discrimination Policy

PSA and its members will not discriminate against any individual(s) with regard to race, color, creed, religion, sexual orientation, national origin, sex, age, handicap or Vietnam-era veteran status.

Article II: Membership

Section 1: Regular members

Regular members will be full or part-time students at Ohio State and be registered with the Pilipino Student Association.

Section 2: Associate members

Associate members will be non-students who wish to join the organization.

Article III: Leadership

Section 1: Length of term

Each elected position shall have a term of one year starting at the beginning of summer quarter and finishing at the end of spring.

Section 2: Elections

Elections shall be held within the first two weeks of spring quarter.

Section 3: Positions

Leadership positions will be held only by students of Ohio State. Positions will be open to those students who have been enrolled for at least three quarters within the current academic year, who meet the minimum G.P.A. as determined by the Office of Student Affairs, and who are not on academic probation or disciplinary probation or suspension. The following leadership positions will comprise the executive board of the Pilipino Student Association.

President: Facilitate general and exec board meetings. Act as liaison between the organization and the university. Keep membership informed of all planned activities. Provide leadership and direction for the organization. Train successor upon office transition. 

Co-Vice Presidents: Aid president in any matter regarding the successful operation of the organization. Train successor upon office transition. 

Treasurer: Maintain all organization fiscal accounts. Keep an accurate accounting of spending and create budgets for events (for approval by the exec board.) Be responsible for the organization checkbook. Train successor upon office transition. 

Secretary: Maintain contact list of members. Will maintain list of registered members including name, phone numbers, e-mail address and major. Be responsible for distribution of information to members. Train successor upon office transition.

Special Events co-chairs: Be responsible for researching and carrying out smaller events of the organization. This is including, but not limited to, smaller social activities, fundraising and community service. Train successor upon office transition.

Dance co-chairs: Be responsible for knowing the dances and organizing and facilitating dance practices. Train successor upon office transition.

Liaison: Will represent the PSA at non-PSA meetings, including but not limited to spontaneously called forums addressing specific issues at the university. Train successor upon office transition.

Webmaster: Will maintain an up-to-date website including, but not limited to, announcements, a list of upcoming events and a member list. Train successor upon office transition.

Article IV: Advisor

Section 1: Qualifications

The advisor must be a full time member of the university faculty or administrative and professional staff. If a person is serving as an advisor and is not in one of the above positions, a co-advisor must be chosen who does meet these qualifications.

Section 2: Expectations/Responsibilities

Shall advise the leadership in all capacities necessary for the successful management of the organization. In addition, shall be easily accessible by the members of the organization.Article V: MeetingsGeneral meetings will be held weekly.

Article VI: Impeachment

Any member may initiate impeachment of any officer by presenting a petition to the executive board signed by 1/3 of the registered members. If president is under impeachment, co-VPs will serve as chief executive. An impeachment date will be set by the remaining leadership. Removal from office will be carried out only after a majority vote of all registered members.

Article VII: Vacancy of Office

If the president vacates, the executive board will select one of the co-VPs to act as president. In all other cases, the executive board will appoint an interim and the president will call for an election within 14 days.

Article VIII: Amendment

Any member wishing to amend this document must present a petition to the executive board signed by a majority of registered members of the organization. The president will then call for a vote within 1 month of receiving the petition, during which time the article in question will be suspended.
